What does citizenship cost?
Short answer
The USCIS fee for Form N-400 is $760 on paper or $710 online, paid to USCIS. With a low income there is a reduced fee or a waiver (Form I-912). Paso Libre separately charges a fixed price to prepare it.

The USCIS fee
N-400 fee per the G-1055: $760 on paper ($710 online). It travels with your packet, directly to USCIS.
Reduced fee and waiver
USCIS allows a reduced-fee request for the N-400 if your documented household income is under 400% of the federal poverty guidelines. The official page puts that reduced fee at $380.
A full waiver is requested with Form I-912, filed together with the N-400. USCIS says: do not request both at once, and with either one the N-400 is filed on paper, not online.
Whether your case fits the reduction or the waiver is USCIS's decision, made from your documents. Paso Libre does not assess it.
What Paso Libre charges
Paso Libre charges $199 to prepare the N-400 with you. You fill it in free and pay only when you finish your answers. USCIS fees are paid separately.
